There are several difference between CRCC and STTIS:

Firstly, the main function of CRCC is to serve all the people in the community, instead of directed primarily to young peoples like STTIS.

Secondly, CRCC is far larger than STTIS: while the STTIS is a part of a residential building with only one floor in its domain, CRCC is a building in its own right. As a result, CRCC has a lot more resources that STTIS lack.

Thirdly, CRCC is more disabled-friendly than STTIS. It access the STTIS, you have to climb several flights of stairs, but the CRCC has a ramp built into it such that disabled person can go to it more easily.
